My Lord,
with reference to my despatch No.583 of
October 17th relative to the attitude of the
Szechuanese towards foreigners and the prospect of
anti-foreign troubles in the province, I have the
honour to transmit herewith a copy of a despatch
from His Majesty's consul-General at dhengtu
reporting upon the establishment there of an anti-
foreign society whose members have been emitting
threats against the lives of British subjects.

Regarding the question of the Servants
Guild referred to in the last paragraph of the
enclosure herein, I received from His Majesty's
Consul-General a separate report in which it is
explained that the Guild was started in 1919 by
a few servants in the employ of foreigners at
the University as a protest against the manner in
which Mr Leonard, a member of the canadian Methodist
Mission, dealt with Chinese employees, The movement
spread under the encouragement of the students, and
now ambraces practically all servante in mission
employ am has developed into the so-called Labour
Self-
